1.制定禁止吸煙法規(guī):可譯為issue regulations to prohibit smoking in public。其中“禁止吸煙”實際指的是“禁止在公共場所吸煙”，故翻譯為prohibit smoking in public。漢語的含義有時比較隱晦，需要在充分理解原文的基礎(chǔ)上進(jìn)行翻譯。
