　　CD選項cooperate和前面的strengthen平行，這里第一個助動詞或不定式to不省略，后面的助動詞或不定式要么都省略，要么都不省略。意思是基金會按照加強當地區域性農業市場和與政府合作辦事，意思不通順。

　　E選項排除，這里的意思是在與政府合作方面去提升，表達邏輯意思優先使用動詞。

　　此外，access to，B和C正確。同時，B的to improve比C選項的for improvements邏輯意思更好。

　　本題選擇B選項。
