翻譯資格考試介紹
全國翻譯專業(yè)資格(水平)考試，是由國家人事部和中國外文局聯(lián)合舉辦的國家級職業(yè)資格考試。于8月份開始報名,10月份開考。此項考試是為適應(yīng)社會主義市場經(jīng)濟(jì)發(fā)展的需要，更好地為我國對外和國際交流與合作服務(wù)設(shè)立的，意在建設(shè)高素質(zhì)的外語翻譯專業(yè)人員隊伍，培養(yǎng)高水平的翻譯專業(yè)人才，也是翻譯標(biāo)準(zhǔn)社會化的集中體現(xiàn)。
全國翻譯專業(yè)資格(水平)考試是在翻譯專業(yè)實(shí)行的面向社會的、國內(nèi)最具權(quán)威的翻譯專業(yè)資格(水平)認(rèn)證。考試合格，頒發(fā)《中華人民共和國翻譯專業(yè)資格(水平)證書》，在全國范圍內(nèi)有效。翻譯專業(yè)資格(水平)考試納入國家職業(yè)資格證書制度，統(tǒng)一規(guī)劃。翻譯專業(yè)資格(水平)證書將取代傳統(tǒng)的翻譯專業(yè)技術(shù)職務(wù)評審。
翻譯考試內(nèi)容
考試分筆譯和口譯兩種，與國際慣例接軌。目前先進(jìn)行三級和二級的考試，因?yàn)檫@一水平的人才社會需求量大，人員也最多。考試的第一部分是基礎(chǔ)知識，包括基本詞匯量、語法、兩種語言轉(zhuǎn)換的知識;第二部分考翻譯能力，筆譯和口譯各有側(cè)重。
各級別口譯考試均設(shè)《口譯綜合能力》和《口譯實(shí)務(wù)》2個科目，其中二級口譯考試《口譯實(shí)務(wù)》科目分設(shè)"交替?zhèn)髯g"和"同聲傳譯"2個專業(yè)類別。報名參加二級口譯考試的人員，可根據(jù)本人情況，選擇《口譯實(shí)務(wù)》科目相應(yīng)類別的考試。各級別筆譯考試均設(shè)《筆譯綜合能力》和《筆譯實(shí)務(wù)》2個科目。各級別《口譯綜合能力》科目考試采用聽譯筆答方式進(jìn)行;二級《口譯實(shí)務(wù)》科目"交替?zhèn)髯g"和"同聲傳譯"以及三級《口譯實(shí)務(wù)》科目的考試均采用現(xiàn)場錄音方式進(jìn)行。
各級別《筆譯綜合能力》和《筆譯實(shí)務(wù)》科目考試均采用紙筆作答方式進(jìn)行。各級別口譯、筆譯考試均分2個半天進(jìn)行。各級別《口譯綜合能力》科目、二級《口譯實(shí)務(wù)》科目"交替?zhèn)髯g"和"同聲傳譯"考試時間均為60分鐘。三級《口譯實(shí)務(wù)》科目考試時間為30分鐘。各級別《筆譯綜合能力》科目考試時間均為120分鐘，《筆譯實(shí)務(wù)》科目考試時間均為180分鐘。
全國翻譯專業(yè)資格考試的負(fù)責(zé)組織
根據(jù)國家人事部《翻譯專業(yè)資格(水平)考試暫行規(guī)定》人發(fā)[2003]21號的精神，翻譯專業(yè)資格(水平)考試在國家人事部指導(dǎo)下,由中國外文出版發(fā)行事業(yè)局(以下簡稱“中國外文局”)組織實(shí)施與管理。中國外文局組織成立全國翻譯專業(yè)資格(水平)考試專家委員會。
中國外文局翻譯專業(yè)資格考評中心負(fù)責(zé)翻譯考試的日常管理工作，考試命題、考試閱卷、考試評分標(biāo)準(zhǔn)制定工作，并承擔(dān)全國資深翻譯(正高職)和一級翻譯(副高職)考核、考試和評審工作。
全國翻譯專業(yè)資格考試考務(wù)工作，分別由國家人事部考試中心和國家外國專家局具體承擔(dān)。即：國家人事部考試中心負(fù)責(zé)翻譯筆譯考試考務(wù)工作，國家外國專家局負(fù)責(zé)翻譯口譯考試考務(wù)工作。
全國日語翻譯資格考試的實(shí)現(xiàn)目標(biāo)
首先，通過目前國內(nèi)統(tǒng)一的、最具權(quán)威的翻譯專業(yè)資格(水平)考試，可以對社會上從事翻譯工作的人員的翻譯能力和水平作出比較科學(xué)、客觀、公正的評價。
其次，翻譯專業(yè)資格(水平)考試，是在充分考慮到與翻譯系列專業(yè)技術(shù)職務(wù)相銜接基礎(chǔ)上，對全國翻譯系列職稱評審進(jìn)行的一項積極的、富有改革意義的重大舉措。考試在全國范圍實(shí)行后，不再進(jìn)行相應(yīng)翻譯職務(wù)任職資格的評審工作，各地區(qū)、各部門為評定相應(yīng)翻譯專業(yè)技術(shù)職務(wù)任職資格而進(jìn)行的考試也一律停止。通過翻譯專業(yè)資格(水平)考試，取得翻譯專業(yè)資格(水平)證書的人員，用人單位可根據(jù)需要，按照《翻譯專業(yè)職務(wù)試行條例》任職條件要求聘任相應(yīng)的專業(yè)技術(shù)職務(wù)。此外，通過考試，可以達(dá)到規(guī)范和促進(jìn)國內(nèi)翻譯市場發(fā)展的作用。
