Thepublicawarenessofenvironmentalprotectionwasenhancedandthedevelopmentofenvironmentalprotectionundertakingsaccelerated.Attheendof2000,therewere128,000peopleworkinginenvironmentalprotectionagenciesinChina.Some2,204environmentmonitoringstationsatvariouslevelsemployed40,000workers.
Newachievementsweremadeinnaturalconservation,withthenumberofpilotecologicaldemonstrationzonesreaching213.Chinahad1,227naturereserves,including155atthenationallevel,whichcovered98.21millionhectares,or9.9percentofthecountry'stotallandarea.
Theconstructionofthelegalsystemforenvironmentalprotectionachievednewprogress,withintensifiedenforcementofrelatedlaws.Bytheendof2000,atotalof438standardsofvarioustypesforenvironmentalprotectionhadbeenformulated.Some91.5percentofconstructionprojectsstartedintheyearweresubjecttoexaminationstoevaluatetheirinfluenceonthesurroundingenvironmentand98percentofprojectsthatwentintooperationin2000wereequippedwithpollutioncontrolfacilities.Atotalof38,101environmentalpollutioncontrolprojectswerecompletedwithinthespecifiedtimesetfortheyear,absorbingatotalinvestmentof20.8billionyuan.Some2,718smoke/dustcontrolzoneswereestablishedin537cities,coveringanareaof18,000squarekm,andtherewere2,288zonescovering13,000squarekmin476cities,wherethenoisepollutionwasbroughtdowntoaspecifiedlevel.
Thedeteriorationofenvironmentalpollutionwasinitiallyputundercontrol,withthetotalvolumeofdischargeofmajorpollutantsdecliningcontinually.In2000,thetotaldischargeof12majorpollutantsreducedby10to15percentcomparedwiththatin1995.BytheendofOctober2000,over90percentofthe238,000pollutingenterpriseshadmetpollutantdrainagestandards.Ofthe46keycitiesdesignatedforenvironmentalprotection,33wereuptothestandardintermsofthesurfacewaterqualityand22metthestandardforairquality.Ofthem,18citieswereuptothestandardinbothairandsurfacewaterquality,andtherestcitieswereclosetothestandards.
Progresswasmadeinkeyenvironmentalprotectionprojects.Some95percentofthe5,188majorpollutingenterprises,locatedinthevalleysoftheHuaihe,LiaoheandHaiheriversandTaihu,DianchiandChaohulakes,metpollutantdrainagestandards.Fifty-fivemunicipalsewagetreatmentplantswerebuiltinthesevalleysandanother111wereunderconstruction.Theseplantsaccountedfor67percentofthetotalplannedtobebuilt.
Initialresultswereseeninthecontrolofairpollution.Ofthe175citiesinregionsdesignatedforcontrollingacidrainandsulfurdioxide,102attainedthesecondgradestandardsintermsoftheconcentrationofsulfurdioxideintheair.BytheendofNovember2000,some3,944ofthe4,678sulfurdioxide-emittingenterprisesinthecontrolregionsmettheemissionstandard,accountingfor84.3percentofthetotal.
